Minutes of the regular meeting of the Borough of Newtown Board of Burgesses on Tuesday, July 12, 2011 at Edmond Town Hall, Newtown, CT. Warden Gaston called the meeting to order at 7:39 p.m.

Present: Warden James Gaston, Senior Burgess Joan Crick, Second Senior Burgess Jay Maher, Burgess Anthony Baiad, Burgess Bill Lucas, Burgess Betsy Kenyon, Clerk Ann Benore, Tax Collector Jodie Enriquez (8:05 p.m.), Treasurer and Burgess Marie Walker, Zoning Officer Jean St. Jean

Also Present:  Tree Warden Rob McCulloch

Burgess Baiad made a motion to accept the June 14, 2011 meeting minutes, seconded by Burgess Walker and unanimously approved.

Public Participation:  None.

Warden’s Report: Warden Gaston received a letter from Attorney Robert Hall who requested that the broken bench in front of his office at 43 Main Street be removed or repaired.  Second Senior Burgess Maher said he will take care of removing it.  Warden Gaston will be attending the Legislative Council’s Ordinance Committee meeting on Wednesday.  Two ordinances will be discussed; one being the possible Blight Ordinance.

Tree Warden’s Report:  Rob McCulloch did not have anything new to report.

Treasurer’s Report: Treasurer Walker reported the following: A deposit of $851.15 was made in June from Jodie Enriquez making a total of $168,250.09 for June 30, 2011.  A transfer of $3,000.00 was made to cover shortage in last fiscal year to cover invoicing.  A deposit of $649.90 was made from Jean St. Jean for last fiscal year making a total of $190, 338.27 in NSBMM account.  A transfer was made of $10,000.00 to cover July 2011 invoicing making a total of $180,837.33 in the NSBMM account.  Capital Reserve is $1,898.80 as of June 30, 2011.

Burgess Kenyon made a motion to accept the Treasurer’s Report, seconded by Burgess Lucas and unanimously approved.

Tax Collector's Report: Tax Collector Enriquez reported the following:  Total Taxes Due for the List of 2010: $168,543.73; Current Taxes: $39,934.78; Back Taxes: $1,715.23; Interest: $444.51; Lien Fees: $179.52; Return of Overpayments ($221.95).  Total Submitted to Treasurer to Date: $0.00.  Current Taxes Collected: $39,712.83.

Burgess Kenyon made a motion to accept the Tax Collector’s report, seconded by Burgess Baiad and unanimously approved.

Burgess Baiad made a motion to accept Alden Novak & Dodd, Inc.’s offer to sell the Borough a license for their Tax Assessment and Collection Software at $480.00 per quarter, seconded by Burgess Kenyon and unanimously approved.

Zoning Officer’s Report:  Zoning Officer St. Jean reported that the traffic light project has been completed at the Big Y entrance on Queen Street.  Zoning Officer St. Jean reported that Aquarion is proposing something new regarding the water situation at Greenridge which could be taken care of by December 2011.  United Water has yet to file the amendment to allow them to do the pumping.  The veterinary hospital that will be taking over 52 Church Hill Road will be on the agenda at Wednesday’s Zoning Commission meeting.  She also reported that Newtown Savings Bank now owns the former Lexington Gardens property and several developers are interested in the property.

Historic District: Burgess Kenyon had nothing new to report.

Senior Burgess Crick made a motion to re-appoint Betsy Kenyon to the Historic District Commission for the term of July 2011 through June 2016, seconded by Second Senior Burgess Maher and unanimously approved.
Sidewalks: Second Senior Burgess Maher reported that he intends to go before the Board of Selectmen to request the sidewalk project on Queen Street be considered for the CIP.  Warden Gaston said that the proposal would then go to the Board of Finance and then to Legislative Council for final approval.  Burgess Maher also reported that Bob Geckle, 35 Queen Street, asked whether the Borough would agree to take care of $500 for two trees that were replaced on his property.  

Burgess Kenyon made a motion to pay $500 toward replacing two trees (total of $1,000) at 35 Queen Street due to the fact that they are in the right of way, seconded by Burgess Baiad and unanimously approved.

Streets & Parks: Second Senior Burgess Maher reported that the bench at 43 Main Street will be removed this week.  Warden Gaston asked Burgess Maher to look into completing the sidewalk replacement project at 32 Main Street.  Burgess Maher agreed to take care of that project as soon as possible.   

Old Business:  Senior Burgess Crick talked about the traffic light at the intersection of Glover Ave./South Main Street/Rte. 302.  Driving south on Rt. 25 there is no left turn signal to turn onto Glover Avenue which she feels is necessary.  Warden Gaston told her that the proper procedure would be to first request that the Police Commission endorse the project.  It would then have to be presented to the State.  He suggested she call Chief Kehoe and ask that the topic be put on the agenda for the next meeting.

New Business: Warden Gaston reported that he received a proposal from Nanavaty, Nanavaty & Davenport to conduct the Borough’s annual audit.

Burgess Kenyon made a motion to accept the proposal from Nanavaty, Nanavaty & Davenport to do annual audit for fiscal year 2011-2012, seconded by Burgess Walker and unanimously approved.

Public Participation: None.

The next regular meeting of the Board of Burgesses will be held on August 9, 2011 at 7:30 p.m. in the Borough Office at Edmond Town Hall (45 Main Street).        

There being no further business, Burgess Baiad made a motion to adjourn the meeting at 8:37p.m., seconded by Burgess Walker and unanimously approved.
